This is on the CCAA website
there is no longer a need for family size waivers for SN cases.

"The number of children in family under the age of 18 years does
not reach 5, and the youngest one should have reached the age of 1
year.
Adoption of special needs children will be exempt from the limitation".

What does this mean? It means in China, large families with 5 or more children at home are able to apply for special needs kids without seeking a family size wavier! That means if Juergen agrees to adopt again (a Juergen waiver is very hard to recieve...and most likely will not be granted) we could adopt a special needs child from China.
